해리 해리스 주한미국대사 “2020 국제교육주간” 메세지

한국 친구 여러분, 학생 여러분, 그리고 학부모님들,

주한미국대사로 근무하면서 제게 희망과 자긍심을 심어준 많은 일들 중 하나는 미국 대학에서 공부한 한국 유학생들의 오래되고도 성공적인 역사입니다. 한국은 중국과 인도에 이어 미국으로 세 번째로 많은 유학생을 보내는 국가입니다. 하지만 인구를 감안하면, 한국은 중국보다는 세 배, 인도보다는 여섯 배 많이 미국으로 보내고 있습니다. 최근 들어 한국어와 한국 문화에 대한 호기심 때문에 더 많은 미국 학생들이 한국으로 유학 오는데 관심을 갖고 있습니다. 충분히 이해가 갑니다. 저 역시 블랙핑크 노래 가사를 함께 따라 부를 수 있었으면 좋겠습니다! 어쨌건, 국제교육은 양국 인적관계의 중추적 역할을 합니다.

최근 몇 년간 미국 대학에 입학한 한국 학생 숫자가 줄어들었다는 사실을 알고 있습니다. 이는 이번 주 미국 국무부가 발표한 외국인 유학생 입학에 관한 최신 공식 자료 Open Doors Report에도 반영되어 있습니다. 솔직히 코로나19 감염병으로 인해 미국으로 오는 한국인 학생 숫자가 더욱 줄어들 것으로 예상됩니다. 일시적 현상이길 바라고 있습니다.

학생들 그리고 부모님들의 걱정을 이해합니다. 정상적인 때에도 외국에 나가 살면서 공부하는 것은 스트레스가 될 수 있습니다. 게다가 현재는 정상적인 시기도 아닙니다. 세계적 전염병은 외국 학생들, 미국 학생들 모두에게 많은 불확실성을 안겨주었습니다. 사실, 한국에서 근무하는 미국대사관 동료들의 대학∙대학원 재학 자녀들도 이곳 한국에서 부모님과 함께 살면서 미국 학교 수업을 온라인으로 듣고 있습니다. 모든 이들이 진정 전례 없는 시대를 살고 있습니다.

이러한 맥락에서, 세계 일류의 유학하기 좋은 나라라는 미국이 어렵게 얻은 명성을 지키기 위해 많은 노력이 있었습니다. 한국을 포함한 동맹국들과 협력을 통해 미국은 코로나19와 싸우기 위해 열심히 노력할 것입니다. 한국인 여러분들이 미국 대학에 관한 공식적이고 공정하며 포괄적인 정보를 얻을 수 있도록 미국대사관은 계속 노력할 것입니다.

국제교육주간에 한국의 학생 그리고 학부모님들을 향한 제 메시지는 명백합니다. 바로 우수한 외국인 학생들에게 미국의 문은 항상 크게 열려 있을 것입니다. 우리가 어떠한 도전과제에 직면할지라도 국무부와 미국대사관은 미국에서 학문적 성공을 거두고자 하는 한국 학생들을 항상 지지할 것입니다.

Message for the

International Education Week 2020

​Korean friends, prospective students, and parents: During my time as U.S. Ambassador in Korea, one of the things that has given me hope and pride is the long and successful history of Korean students studying at U.S. colleges and universities. Korea remains the third largest sender of international students to the United States, following China and India. But adjusting for population, Korea sends three times as many students as China, and six times as many as India. And in recent years, we see more and more U.S. students interested in coming to Korea to study, often driven by an interest in Korean language and culture. I don’t blame them – I want to be able to sing along to those Blackpink lyrics too! At any rate, international education is truly the backbone of the people-to-people ties between our two countries.

I would be remiss if I did not acknowledge that in recent years the number of Korean students enrolled at U.S. colleges and universities has declined. We see that reflected in the most recent Open Doors Report, the U.S. Department of State’s official resource on international student enrollment, which was released this week. And to be frank, I expect that the COVID-19 pandemic will lead to a further downshift – hopefully temporary – in the flow of Korean students to the United States.

I understand students’ and parents’ concerns. Going across the world to live and study is a stressful prospect even during “normal” times – and these are not normal times. The global pandemic has created a lot of uncertainty not only for international students, but also for their American classmates. In fact, many of my colleagues at the U.S. Embassy have been joined here in Korea by their college- and graduate school-aged kids, who are living with their parents while attending their U.S. classes online. These are truly unprecedented times for everyone.

In this context, I realize there is a lot of work to be done to maintain the United States’ hard-earned reputation as the world’s premier study abroad destination. In cooperation with our allies, including the Republic of Korea, the United States will continue to do the hard work of fighting the COVID-19 virus. And at the U.S. Embassy, we will continue to do the work of making sure you, the Korean public, has access to official, unbiased, comprehensive information about U.S. colleges and universities.

During this International Education Week, my message to the students and parents of Korea is clear: the door to the United States will always be wide open to qualified international students. No matter the challenges that we face, the State Department and the U.S. Embassy will always support Korean students who seek academic success in the United States.
